Preparing QSs and Contract Administrators for Full Commercial Responsibility

This programme develops the capabilities employers actively seek in Quantity Surveyors and Contract Administrators who wish to take full commercial responsibility for construction projects.

Employers do not look solely for proficiency in valuations or contract administration. They require professionals who can manage the commercial aspects of a project holistically, from inception through to completion.

  Central to effective commercial management are Cost Value Reconciliation (CVR) and Forecast to Completion (FTC) reporting.

In addition to developing advanced commercial management capability, the programme provides a comprehensive introduction to construction claims and formal training in the implementation of a robust construction claims management system.

Students will gain an understanding of the principles governing entitlement, substantiation, and presentation of claims, together with practical guidance on establishing repeatable processes that support consistency, accuracy, and defensibility in claim preparation and management.

The ECCCM student will understand how a CVR provides leadership with a clear and accurate view of the project’s current financial position, while an FTC delivers critical insight into the anticipated final cost, value, and margin. Together, these tools define profitability, commercial exposure, and confidence in project outcomes.

Many professionals are trained in discrete components of commercial management, often using separate systems for valuations, forecasting, and claims. As a result, commercial understanding is fragmented rather than fully integrated.

All elements are interconnected, and nothing is taught in isolation.

 When the student can clearly explain why a CVR has moved, how an FTC has been constructed, and which commercial decisions will protect the final outcome, their role within the project fundamentally changes. The student moves from a supporting function to leading the project commercially.

This is the stage at which Quantity Surveyors progress into Commercial Manager roles, take on increased responsibility, and experience improved career progression and remuneration.

• Make an objective assessment of your existing qualifications/experience and apply for the certification
• The application to join the Expert Certified Construction Commercial Manager (ECCCM) qualification scheme should be sent via email to office [at] sccsinternational [dot] org  
• If your application is approved, information will be sent to you about how to commence the certification process.

• After your application is approved, you will be provided with access to our state of the art Learning Management System. (Refer To LMS Below)
• You will be required to complete all construction claims training modules in a logical and systematic manner; your progress will be monitored.
• On completion of the modules, please send an email to office [at] sccsinternational [dot] org to set a date for the exam.   
• Based on your existing expertise, experience and availability of time, you should be ready for the ECCCM exam within 1-12 months.

• The Expert Certified Construction Commercial Manager (ECCCM) exam is comprised of practical workshops based directly on the course content. The exam will be held online via our partner’s proprietary certification platform. You can sit for the exam at a location of your choice (private/quiet/well-lit). All you need is a laptop (with a webcam, good microphone and speakers) and cable Internet access (not wifi). Minimum speed requirement: 15Mbps (Download) and 10Mbps (upload) speeds. • The ECCCM certification exam is monitored live (via webcam) by a professional proctor. Your ID will be checked and the exam will be recorded/scrutinised in order to ensure due compliance with international standards.
• The ECCCM certification is a closed-book exam, i.e. Students are not allowed to surf the Internet or have access to any other electronic devices and/or other documents (hard copy or electronic).
• On passing the Expert Certified Construction Commercial Manager (ECCCM) exam, students will be entitled to use the appropriate post-nominal title after their name.*

Attain And Maintain Your ECCCM Qualification

The ECCCM / Expert Certified Construction Commercial Manager qualification has lifetime validity but in order to maintain your certification, you should accumulate 30 units of Professional Development Hours (1 Unit = 1 Hour) every 3 years, and pay the annual renewal fee (£99).

In order to ensure the quality of your training, 15 units (out of the 30 units of PDH) must be obtained from SCCSI approved courses.
